Having held various leadership positions, Luis G. Rivera-Marín has ample experience in the private and public sectors. Rivera-Marín served as the island’s 25th Secretary of State from January 2017 to July 2019. Between 2009 and 2012, Secretary Rivera-Marín was Secretary of the Puerto Rico Department of Consumer Affairs (DACO), which regulated the commerce, housing and energy sectors. In the same term, he also served as Executive Director of the Puerto Rico Tourism Company, where he promoted the island as a travel destination and regulated the gaming industry. Concurrently, he chaired several government boards, including the Hotel Development Corporation, the Puerto Rico Convention Bureau, the Puerto Rico Economic Development Bank, the Tourism Development Fund, the Puerto Rico Ports Authority, and the Administration of Traffic Accident Compensations. As a lawyer in the private sector for more than two decades before entering public service, Mr. Rivera-Marín litigated commercial cases and served as counsel for several local and international firms. He has been active in the Council of State Governments, the National Association of Secretaries of State (NASS) and the National Lieutenant Governors Association (NLGA), an organization that appointed him to its Executive Committee. He has been recognized as Colonel of the Great State of Kentucky and a Toll Fellow by the Council of State Governments. Secretary Rivera-Marín, who was also the Chief Economic Development Advisor to the Governor, holds a BA degree in Economics from the University of Massachusetts, a Juris Doctor degree from the University of Puerto Rico, and graduate studies in international business at New York University. He has returned to the private practice of law, advising clients in commercial and corporate matters.
José M. Talavera Del Valle was born in San Juan, Puerto Rico, July 16, 1983. Mr. Talavera received his bachelor’s degree in Business Administration from the University of Puerto Rico, Arecibo Campus in 2005. He was admitted to the Puerto Rico Certified Public Accountants Society in 2007. Three years later, he obtained his Juris Doctor from the University of Puerto Rico School of Law in San Juan, Puerto Rico. While at the University of Puerto Rico, he worked as a law clerk for the Governor’s Office at La Fortaleza assisted legal staff in developing legislation projects, drafted public policy statements and researched areas including constitutional, administrative and property
issues. After graduation, he became an Attorney and Special Aide for the Department of Consumers Affairs. In 2012, he became the Director of Incentives and Investment Division from the Puerto Rico Tourism Company where he was in charge of, evaluated, and analyzed tourism activity projects for tax concessions. In 2013, he joined Talavera-Del Valle, LLC and Caribbean Legal Advisors, LLC. Aside from these achievements, Lcdo. Vianice Cruz de Choudens received her bachelor’s degree in Natural Science from the University of Puerto Rico, Ponce Campus in 2006. She was conferred her Juris Doctor from the Pontifical University of Puerto Rico School of Law in Ponce, Puerto Rico in 2010. While at the Pontifical University of Puerto Rico, she worked as a Judicial Intern at Puerto Rico’s Court of First Instance in Ponce and later that same year as research assistant at Legal Aid Society of Puerto Rico. In 2012, she worked as Associate Attorney at a Bufete Verdejo in Juana Diaz. In 2013, she became a Junior Associate at Martinez-Alvarez, Menendez Cortada, Lefranc Romero, PSC in San Juan where she provided services in cases regarding purchase and sale deeds, mortgage deeds, modification of mortgages, horizontal property, condo hotel deeds, homestead act, easements, and restrictive covenants. In 2017, she became an associate at Bird Bird & Hestres, PSC in San Juan where she provided services in cases regarding debt collection representing a bank and title issues in the Registry of the Property. In 2017, she joined Caribbean Legal Advisors, LLC.
Oscar A. Rodríguez Vega is admitted to the bar in Puerto Rico. He has experience in real estate, mortgage law and construction law, specifically, in residential real estate closings as notary public or as counsel. Rodríguez Vega also has experience in litigation and legal research. Mr. Rodríguez has a B.A. in Advertising and Public Relations from the University of Puerto Rico, School of Communications and a Juris Doctor from the Pontifical Catholic University of Puerto Rico, Law School (Cum Laude). Mr. Rodríguez is a member of the Puerto Rico College of Notaries and has 9 years in legal and notarial practice. In 2023, he joined Caribbean Legal Advisors, LLC.
Isabel C. Rodríguez De la Llana received her bachelor’s degree in Political Science from the University of Puerto Rico, Rio Piedras Campus in 2017, with an emphasis on Government, Law, and Public Policy. She was conferred her Juris Doctor from the Inter- American University of Puerto Rico School of Law in San Juan, Puerto Rico in 2020, with an emphasis in Criminal Law and Criminal Procedure Law, she also won the Pro-Bono Medal.
While at the Inter-American University of Puerto Rico, she was sub treasurer of the Innocence Project Association of Puerto Rico from 2018-2019 and from 2019-2020 as treasurer. She was also sub treasurer of the National Law Students Association (ANED) from 2018-2019 and from 2019-2020 as vice president; Rodríguez De la Llana was also a member of the Mock Trial Association of Puerto Rico. While studying for the Juris Doctor, she participated as a Law Clerk in the Support Center for Victims of Crime (CAVIC) conducting legal research, assisting in the interviews, and accompanying participants to court (Pro-Bono). After graduation, she became an Attorney. In 2020, she worked at E Ramírez Associate, LLC as a law clerk where she provided services in cases regarding purchase and sales deed, wills, power of attorneys, homestead act, succession planning, and others. In 2021, she joined Caribbean Legal Advisors, LLC.
